ExactCarValue is a vehicle history report service operated by Novalayer LLC, a company registered in the State of Florida (United States), with its registered address at 407 Lincoln Rd Ste 708, Miami Beach, FL 33139-3024, United States (the “Company”, “we”, “us” or “our”), the merchant of record and the sole party responsible for providing the Service, the contractual relationship and the charges. By accessing ExactCarValue, creating an account, running a VIN search or making a purchase, you accept these Terms, the Privacy Policy and the Cookie Policy. If you do not agree, you must not use the Service. You declare that you are at least 18 years old and have the legal capacity to enter into a contract.
Important notice — not a consumer reporting agency
ExactCarValue is NOT a consumer reporting agency (CRA) as defined by the Fair Credit Reporting Act (FCRA), 15 U.S.C. § 1681 et seq., and the vehicle history reports we provide are NOT “consumer reports.” You may not use the Service or any report, in whole or in part, as a factor in establishing a consumer’s eligibility for credit, insurance, employment, housing or tenant screening, or for any other purpose covered by the FCRA. The reports are intended to help you research a vehicle, not a person.
ExactCarValue is an independent service and is not affiliated with, endorsed by or sponsored by Carfax, AutoCheck/Experian, the National Highway Traffic Safety Administration (NHTSA), NMVTIS, any vehicle manufacturer, dealer, insurer or government agency. Third-party names and marks are used for descriptive purposes only and belong to their respective owners.
1. Description of the service
ExactCarValue lets you enter a Vehicle Identification Number (VIN) and obtain a report that may include vehicle identity and specifications, reported accidents and damage, title and salvage records, mileage readings, theft and recall information, sales history and available market pricing. The scope and depth of each report depend on the vehicle, the selected market and the data available from our sources. Reports are made available in your account, and your first report is also sent to the email address provided at checkout. We are currently available for the United States market, with additional markets to follow.
2. Data sources, coverage and absence of inspection
Report data is compiled from third-party providers (including our vehicle-data partner) and from public and industry records, such as manufacturer recall notices and title or brand information, whose availability, coverage and freshness vary by vehicle and market. Records are not always complete or up to date, and the absence of a record does not guarantee that an event never occurred. ExactCarValue does not physically inspect the vehicle and does not verify its current condition, mileage, documentation or legal status. A report does not replace a professional inspection: you should have a qualified professional inspect any used vehicle and confirm recall-repair status with the dealer or manufacturer before you buy.
3. Permitted use and prohibited (FCRA) uses
The Service is for your personal, non-commercial research of a specific vehicle. You agree that you will NOT use the Service or any report:
- to determine a person’s eligibility for credit, insurance, employment, housing or tenancy, or for any other FCRA-regulated purpose;
- in violation of the Driver’s Privacy Protection Act (DPPA), 18 U.S.C. § 2721 et seq., or any applicable privacy, data-protection or anti-stalking law;
- to locate, identify or harm an individual, or to obtain information about a person rather than a vehicle; or
- for resale, redistribution, bulk extraction or any commercial exploitation not expressly authorized by us.
4. Information supplied by you
The accuracy of a report depends in part on entering the correct 17-character VIN. You are responsible for providing an accurate VIN and for confirming that the report corresponds to the vehicle you are researching. Errors in the information you enter are not attributable to Novalayer LLC.
5. Account and security
You must provide accurate information, protect your credentials and promptly report any unauthorized use. You may not transfer or share your account to bypass Service limits or conditions. We may require reasonable verification to protect your account, prevent fraud or comply with legal obligations. You must not send us full card numbers or security codes except through a secure channel provided for that purpose.
6. What you purchase: first report and membership
Your first vehicle history report is $1.95 USD (or the price shown at checkout). After that, access to unlimited VIN searches is offered through a membership that renews automatically, as disclosed at checkout.

Clear disclosure. Before you confirm payment, checkout clearly displays the first-report price, the membership amount and frequency, the automatic renewal, any applicable taxes and how to cancel. By activating the purchase button, you authorize the first-report charge and, unless you cancel, the recurring membership charges shown. The amounts and currency shown at checkout for that purchase prevail.
7. Payments
Payments are processed securely through Stripe. ExactCarValue does not receive or store full card details. If a payment is not completed, the purchase is not completed. If you pay in a currency different from your account’s currency, your financial institution may apply exchange rates or fees beyond our control, and the charge may appear on your statement under ExactCarValue or Novalayer LLC. Taxes are applied where required.
8. Automatic renewal, notices and price changes
The membership continues month by month until you cancel. Each renewal authorizes the current monthly fee to be charged to the saved payment method. Where applicable law or the payment networks require renewal reminders or other notices, ExactCarValue will send them to the email associated with the account within the applicable time limit. Any price change will be communicated with the notice required by law, will apply only prospectively and will not affect a period already paid for.
9. Cancellation
You can cancel online at any time through your account or the website’s cancellation page, without phone calls or unnecessary steps. Cancellation prevents future renewals as soon as the request is successfully completed. You receive confirmation by email and retain access until the end of the period already paid for, unless you request immediate account deletion. Cancellation does not itself refund previous charges. If the online mechanism does not work, write to support@exactcarvalue.com from your account’s email address.
10. Refunds
First report ($1.95 USD): this is a digital report delivered immediately. As a commercial policy, once delivered or made available it is not refundable solely for a change of mind, unless applicable law provides that right. This does not exclude mandatory refunds, claims for failure to perform, or rights relating to unauthorized charges.
As a general rule, except where applicable law provides a mandatory right, payments already made are not automatically refundable for non-use, partial use, forgetting to cancel or subjective dissatisfaction with report content. However, we will review in good faith requests concerning duplicate or incorrect charges, charges made after a valid cancellation, access not enabled due to a substantial technical fault attributable to the Service, unauthorized transactions (after reasonable verification), or any situation where the law requires a refund. Requests go to support@exactcarvalue.com, stating the account email, date, amount and reason. Before filing a chargeback, we recommend contacting us; fraudulent or abusive chargebacks for services actually supplied may result in account suspension and preservation of evidence.
11. Immediate delivery and consumer rights
The Service is provided by a United States business, and reports are prepared and delivered when requested. Cancellation and refunds are governed by sections 9 and 10, subject to applicable United States federal and state laws. If mandatory law in the consumer’s place of residence provides a withdrawal period or other additional protection, it will be respected; any exception for the immediate supply of digital content applies only when all legal requirements are met, including express consent and acknowledgment of the loss of the right where required.
12. Acceptable use
In addition to the prohibited uses in the notice above and section 3, you must not: provide false information; breach security, overload the Service, automate abusive access or scrape data; resell or redistribute reports or access; reverse engineer, or train or build a competing service using our data, reports or methodology; or use the Service for any unlawful, deceptive or infringing purpose. We may reject a request, limit features or suspend an account where there is a reasonable suspicion of a breach, preserve necessary evidence and report unlawful conduct to authorities or providers.
13. Availability and third-party services
The Service is provided “as is” and “as available” to the fullest extent permitted by law. We may carry out maintenance, correct errors, change providers or modify features, and we do not guarantee uninterrupted or error-free operation, nor the accuracy or completeness of third-party data. We are not responsible for interruptions or acts of providers, networks, banks or circumstances beyond our reasonable control.
14. Intellectual property
The website, its software, design, trademarks, the compilation and presentation of reports belong to Novalayer LLC or its licensors and are protected by applicable law. You receive a personal, limited authorization to use the Service and reports for your own research, and may not copy, resell or commercially exploit the software, materials or reports except with express authorization or under a non-waivable right.
15. Warranties and limitation of liability
Nothing in these Terms excludes rights or warranties that cannot be limited by law. To the fullest extent permitted, Novalayer LLC does not warrant that reports are accurate, complete or current, or fit for a particular purpose, and is not liable for indirect, incidental, special or consequential losses, lost profits or opportunities, or purchase or sale decisions based on a report. Where legally permissible, total liability is limited to the greater of the amount you paid during the twelve months preceding the event giving rise to the claim or $100 USD. This limitation does not apply to fraud, willful misconduct, personal injury or liabilities that cannot be limited.
16. Indemnity
To the extent permitted by law, you will defend, indemnify and hold Novalayer LLC harmless from third-party claims arising from your unlawful use of the Service or reports (including any FCRA- or DPPA-regulated use), your breach of these Terms, or your infringement of third-party rights, except to the extent caused by our unlawful conduct.
17. Suspension and termination
We may suspend or terminate access for non-payment, fraud, security risk, breach, unlawful use or a legal requirement, informing you and allowing a remedy where reasonable. You may stop using the Service and cancel the membership at any time. Termination does not remove payment obligations already incurred or provisions intended to survive.
18. Governing law and jurisdiction
These Terms are governed by the laws of the State of Florida (United States) and applicable United States federal law. This choice does not deprive consumers of mandatory protections in their state or country of residence or of access to competent courts provided by law. You may send a complaint to support@exactcarvalue.com; contacting us is not a prerequisite to exercising legal rights.
19. General provisions, language and changes
These Terms, together with the Privacy Policy, the Cookie Policy and the terms shown at checkout, constitute the entire agreement relating to the Service. If any provision is invalid, the remaining provisions remain effective. Novalayer LLC may assign the contract as part of a reorganization or sale of the business while ensuring continuity of your rights; you may not assign it without consent. Where versions exist in several languages, the English version is the reference version. We may update these Terms; material changes will be communicated as required by law and apply only prospectively.
